Push the small whorl as far as it will go on the front of the whorl shaft. I recommend using a socket or pipe with the same diameter as the pulley to prevent cracking.
A higher spinning speed is not only accomplished by a higher ratio between flywheel and whorl, but also by the treadling speed. The higher the ratio, the more force it takes to treadle. This is mainly the result of increased air resistance on the flyer. This higher treadling force slows your treadling speed.
The flyer of the High Speed set has much lower air resistance than the standard flyer, which allows you to treadle with much less effort, and also faster. The highest ratio with the standard Victoria flyer is 1:13.5.
With the High Speed flyer you can treadle faster at this ratio, and when you use the extra pulley, which has a ratio of 1:19, you add an additional choice.
